1960～1980年代の風景

※鳥取県内のとある同和地区近隣住民のお話をもとに構成しています。
1960年代、今学校で行われている同和教育のようなものは存在しなかった。ましてや、誰が部落出身だと明らかにするようなことはない。ただ、社会科の授業で身分制度について習うことはああった。私は「江戸時代には士農工商えた非人といった身分制度があったが、明治になってから解放令により四民平等になった」と教えられていたので、被差別部落はもう存在しないと思っていた。
当時、子供たちの間では鳩を飼うのが流行していた。被差別部落の子供とも、お互いに鳩を見せ合ったり、普通に遊んでいた。祖母も、隣村の住人とは仲がよかった。もちろん、当時はどこが被差別部落なのかと言ったことは知らなかった。
それから私はしばらく県外に出ていて、1975年ごろ、鳥取に帰ってみると、様子が変わっていた。PTAの集まりなどで、隣の村が被差別部落で、同和教育が行われていることを初めて知った。今になって思えば、以前に隣の村の子供たちの態度がよそよそしくなったので、その頃から部落内の子供は教わっていたのだと思う。
学校で差別事象があったということで、糾弾が行われたことがある。そのころ私はPTAの同和教育推進の役員をやっていた。座談会で差別があるといったことを言われたが、では具体的に何があったのか聞いてみても、はっきりと答えてもらうことはできなかった。
確かに隣の村は貧しい人が多かった。あばら家のようなところが多いのでそれは見れば分かった。しかし、同和対策事業が始まってからはみるみるうちに変わっていった。隣村には幅6mの道路が出来、建設業者が増えて公共事業で大いに潤った。
今、同和対策事業をやめろと言ってもそれは無理だと思う。特に鳥取のような田舎ではこれといった産業もないのだから。
結婚や就職差別は本当にあるのかも知れない。ただ、本当に部落差別なのか、人間の内面の問題であるから他人には知る由もない。
人間は昔から差別してきたし、これからも差別はあると思う。被差別部落内にだって差別はある。実際に就職などで、親族をえこひいきする者がいる。
